A Rat



A rat,
next-in-line to be made poorer,
but a more disabled rat
than those already so made,
and therefore
less able to make other plans,
is disturbed for two thats:
that it is to be reclassified as able; and
that it is to be forced into the race for plans
alongside able rats.
