What do you think this poem is about?

I Am Not A good Tax Payer, But

I am not
Truly a good
Tax payer,

But
I have
My dignity,

I am not a good tax payer,
But
I can bring you
Some fresh roses from
A faraway prairie.
I can help you dream,
I can make you laugh.
And sleep where you never felt a sleep.

I am not a good tax payer,
And I do not see the difference
Did you ever see a rich lover more
Safer than a poor one?
