There are two possible meanings of the opening two words SUN SETS. First, the whole line could be a sentence which means the sun is preparing a sweet mood for people, no doubt because of its warmth. The second meaning is that the time of day is sunset and soon those people will be the nocturnal hearts exploring the mystery of romance. I don't know if you meant both meanings of the phrase but it just shows how much can be compressed in a haiku. Its brevity in the right hands can reveal so much meaning. You have the right hands!
