and with population tera,
from using water as coal,
eventually declared:
Using Water As Water Is Waste.

'What did you expect, ' its leaders said,
'where power is water-based.'

With population civilization is much advanced. If leaders say that power is water based then this provokes thought. An amazing sharing is done here...10

Meritocracy and oligarchy decree how power is to be generated, so waste is not calculated. Displacement will have a cost, just as with black coal.
