Some say the world will end in fire,
Some say in ice.
From what I've tasted of desire
I hold with those who favor fire.
But if it had to perish twice,
I think I know enough of hate
To say that for destruction ice
Is also great
And would suffice.

He's also comparing two eschatology’s (beliefs about the end of the world) one is that the world will be Judged by God
… the present heavens and earth are reserved for fire, being kept for the day of judgment and destruction of ungodly men.2 Peter 3: 7
the second is the more atheistic view that the Universe is going to go on and on and eventually die what's called a heat death. Meaning that the Universe will expand to the point that all the energy is so distributed it's just a frozen wasteland.
So since he sides with those who favor fire he does think God is gonna wipe the slate clean one day, and bring justice to this world. But he's saying, even if He doesnt, and there's no God, no meaning, no life, no love no desire no Truth, no nothing, then the coldness of mans heart will just as surely bring an end to all things just like the coldness of the Universe will.
I'd say that the fire of desire he's talking about is the desire for things or people we can never have...The burn of jealousy, the green eyed monster that covets everything. It is the greedy possesivness that leads to some destroying what they love rather than letting it go to another.
Ice is the cold hate that freezes hearts solid, pushing anything but it's ice out and locking everything into a hopeless, vicious cycle.
Either one, if let to run unchecked, can and will destroy worlds.
