The 1960's was a the time of 'swinging London, ' hotpants, Teddy boys, winkle-picker and beetle-crusher shoes and a sexual freedom unknown in the USA's serial-monogamy-of-dating - still current!
I see recognition of this here, and also a recognition of the embarassed awkwardness of the horny teenager not yet plugged into the culture opening up in front of him - and acknowledgement of a feeling that 'he came to the party a little late.' And all of this is in a tone both sad and humorous, a frothy cultural memory.
