What do you think this poem is about?

Sobre Las Olas (On The Waves)

The boys in striped knitware
make the waves sprout--is it a storm?
Everything coos and the bathing girl
consults the mirror of the skies
Waltz, emerald carriages
As a rosebush swells its sides
Once more on the merry-go-round
Spring at the bottom of the sea.
