What do you think this poem is about?

Freedom

Flap, glide, soar

Supreme Seagull

Free to ride the air

To Glide in Stillness

A man’s mind can soar with music

Alone and away with strings

But never can he

Glide, Soar,

Ride the wind

I wonder if this 'supreme seagull' is not an almighty eagle is disguise.
