From SA Water's website,
it seems Kangaroo Creek Dam's wall has been raised
to lessen chance of earthquake damage,
and the spillway has been widened to cut flood risk.

No mention is made of a raise in spillway height.
There will thus be no increase in capacity
for purpose of watering Pacific islanders
resettled here from rising waters.

We can presume that the extra water for them
will turn the desal plant at Hallett Cove
into what it's not at the moment:
a going concern.
