De-Pen, Chang (b.1952) , native Kaohsiung, Taiwan. He is graduated from National Cheng Kung Univesity, known as an expert in creative writing, critic in literary, arts and movies fields. Collaboratively a judge in audio-visual arts of National Cultural and Arts Foundation. Resident author and lecturer of literature camping, Critic of Kaohsuing Film Archive. Hosting fifteen sessions of Taiwan Literature Conference at Kaohsiung in 2005.
