Dotted Line

Every dotted line is forlorn
Waits for hours to fill in
It is often an open question
Who will finally sign!

Paper moves up and down
Officers often become clown
Day's wait, remains dotted
Paper somewhere inside pocket.

Sometimes tension, too severe
More than one run to the line,
Sometimes dotted remains unfilled
Attracts notice and a fine.
