where buildings, buses
seem browner, grainy,
in their mottled haze,
an out-of-sync sun
in staggered lines;
the world wobbles

perhaps soon,
fish passing by
can be people

'out of sync sun' refers to turning days into night, typical with mental illness. 'staggering lines' again the mismanaged days, but it's how the sun appears in a river...

I fell an important line here is 'the world wobbles', the river flowing makes the world appear to wobble and to the person looking down at it, also with depression, the world has wobbled, often catastrophically, at the very least debilitatingly.
