The LUMPENOCRATS go in for gang-fighting. After receiving a dinge or two, they expect the best amenities in society's convalescent ward for victors. LUMPENOCRATS is a good word, or perhaps we need a word like thug-ocracy. The word meritocracy is too full of self-serving illusions.
