Lake Cachuma May Run Dry (Bussokusekika)

My dad informs me
Lake Cachuma may run dry
In the near future
If my seal is not returned
To me expeditiously
Will it or will it not rain

P.s.I had mentioned previously that Cachuma should have been dry by August I believe...Well...It is August and there is still water in said lake...Go figure...I wonder how much water the state has pumped into it just to keep it from going dry? ? ?
