This poem is so clipped in its brevity I can't claim to get it. I'm not sure if SILENCE is your only response or your second response. And is the poem announcing this new methodology, so we should see this poem as an announcement outside of the new method, that is, a necessary message BEFORE silence takes over?
The shortest poems can cause the most urgent questions. Consider Ezra Pound's AT THE METRO or Yeats's MEDITATION IN TIME OF CIVIL WAR (the title is almost longer than his poem!)
