I assume the first line means that May has betrayed the hopes of spring being a time of new growths, not in the realm of nature (that's right on schedule) but rather human emotions. They're explosive and damaging, there's no pattern, no islands of peace and quiet in the midst of all this sensuality. It's exciting but also superficial. Nothing will remain fixed in memory, the morning light will dispel what is left of the night before and the time will seem like a dream. The poet clearly wants something to prevail, some true emotion strong enough to be in a real world context, not just a transplanted unreal for others to learn from.
