Face to the heavens
And
To the passing giant
Clouds
With prong regal
The Figure imposing
Stood.
The days of tempest
Have not long been past.
Yet their ban
Be for some months
All permanent.
And that be why
Face to the heavens
And
To the passing giant
Clouds
With prong regal
The Figure imposing
Stood.

The form of this poem is quite innovative: A statement is doubled by being stated in the first part and repeated in reverse in the second part, and there is a hinge passage between them. The hinge passage does not really clarify these two parallels. It seems to be a dour prophecy] the heavy rain won't fall on us anymore, that crisis is over but now will face drought. The parallels are a way of asserting nothing has changed substantially, only the details of the danger change, but there is always danger, so begin your defence
