Points Of View Poem by Ging Taping

Plurality of thoughts and opinion is an accepted norm of the civilized society. Absence of it is autocracy. A nice, short poem; I wonder if the words in block letters could be written in small, or if there is any reason to write those in capitals. I failed to see the reason.
