The Fall Of Europe

It can't be as simple as this, but:
Earnest, who enjoyed living at the expense of others,
saw too many doing the same
and sloughed off those of them
who weren't playing so well the game.

He couldn't slough off enough, however,
and exploited countries like Spain,
where living at the expense of others
has a very dirty name.
It helped ruin the country once
and they won't let it happen again.
