Under U.S. Policy the division of Iraqi military units, were split along traditional sectarian lines, possibly due to a belief it would make them easily to control and dominate, thus further weakening their combat efficiency and moral, allowing al Qaeda the ability to regenerate more easily.
The new al Qaeda was rebranded in 2006 as the Islamic State in Iraq (ISI) . It would add 'and Syria' to its name later."
