The Fire Triangle is a simple model
for understanding
cause of fire
a fire needs to ignite
three elements
heat, fuel and oxygen
and occurs
when all the three meet together
it can be prevented
by removing any one of the three
In similar way
three things a terrorist attack needs
curve of intention
curve of capability
and curve of opportunity
when these three curves meet together
terrorist incidents take place
and it can be prevented
by removing
anyone of the three curves
Modi eliminating
the curve of capability
and for that he choose
surgical strike.
