9.The conceit of doubting the wisdom of the great, not considering the kin as the kin, giving food, medicine, shelter and clothes to the poor,
and the greedless ascetics will be honoured by all as the wise,
great men.
10.The king who rules just, the citizens living under that just ruler, the wealth of the citizens, the tyrannous rule of the cruel king, the citizens living under the despotic rule, and the ministers who live under these two types of kings aren't their talents known. The reasons for this ignorance are also unknown.
