Pavilions Along The Seoul River

Since early times, many pavilions've
Nestled on the hills of riverside,
High government officials in the castle contended
The ground for villa on riverside,
Driven by the direction of central power,
The fate of the pavilions was decided,
Where's prosperity gone? On the monument,
Left letter sided.
