Why Isn'T Anyone Obeying The Rules? Poem by Lawrence S. Pertillar

Why Isn'T Anyone Obeying The Rules?

Why isn't anyone obeying the rules?

'Rules?
Which ones?
The ones that were in effect,
That have been changed?
Or the ones no one ever obeyed,
After the changes were made...
To make the old ones more effective? '

That doesn't make sense.

'And maybe that's why they aren't being obeyed.

Which interpretation of rules are in effect?
And who's interpretation of those rules,
Should be respected?
If they aren't being followed by those who break them,
To obey,
Then who should say to whom what should be obeyed? '

What?

'Why repeat what is not in existence?
Does a cow drink its own milk,
To obtain stronger bones with a steady dose of vitamin D?
I doubt it.'

And...
Nevermind.
I am so glad I am not seeking explanation!
