Hawkish, Dovish, Owlish

Nor hawkish nor yet downright dovish,
Call my new policy nigh owlish—
Owl-like watchful and wise;
But why then prices rise?
Hawks soar high, vultures vie to relish!

World over prices always rise, more so somewhere, somewhere less. And most watchdog institutes feel helpless. Prayer seems the only way out for them. Yet, they always have smart, witty words on price rise. This ditty ventures to guess why, and laughs at this grin-and-bear situation.
