to the learned men, lending support to the needy, protecting the foes
as well as the kin and doing favours to them, are the characteristics necessary for a man.
17.Guarding the citizens, manly actions, crystal clear knowledge, keeping off deceit and lethargy, performing with energy in all kinds, avoiding the desire for delicious food and the throng of women,
if one behaves with these qualities, one is fit to be the minister.
