to discuss by which
the mission's based
on a public delegation.

Where a brotherhood
of great minds pledge,
the conversation goes.
It starts discreetly
as it should likely be.

In my expereince most meetings end without result when all is aid and all is done there is a great more said than what is done.

I think this sums up very well the contradiction in terms of the phrase 'a meeting of minds'. Very cleverly written.
