Congress, An Empty Vessel

Few would ever opt for a bus ride
If a driver's seat's unoccupied,
Empty its fuel tank,
Repairs staring in blank,
And conductor with no clue to guide!

The recent discussion in parliament on revoking Kashmir's special status gave me this impression about Congress which found itself divided and direction-less on the issue. Perhaps, the party has become an empty vessel that makes meaninglessly too much noise. ____________________________________________
