Time has expired on this question and it's time to give the solution: Jenny and Jill are both sisters, BUT THEY ARE NOT SISTERS TO EACH OTHER, therefore their husbands will have different sets of in-laws.

In this case, 'in-laws' does not mean 'brothers-in-law' or 'sisters-in-law' but refers only to 'fathers-in-law' and 'mothers-in-law'.
