The clouds are floating
It may rain
Again, may not
I can't say, 'it can rain'.
The coulds becoming white to black thing to thick it may shed down or not the knowledge is gathering inside it may bloom to spread its fragrance or stay far away from spreading
You have interestingly observed the floating of clouds. This poem is very brilliantly penned.

True, sometimes the rain laden clouds do not downpour. Sometimes rain comes from nowhere on a bright sunny day. We really cannot say, 'it can rain'!
