Yes, this is a fact and it continues despite laws prohibiting manual scavenging. Rules are often overlooked or thrown to winds.
We have no dearth of do's and don'ts and a plethora of laws, but little implementation, because law and justice is not feared, not a deterrence and will remain so as long as our justice delivery remains slow. You've highlighted the problem so well.

Such unfortunate incidents keep occurring. Unfortunately not enough safety measures are taken to avert such tragedies. When precious lives are lost, soon some precautions are taken. But in course of time we forget everything and history repeats. It is a shame on our country that people work under very unsafe conditions and their families happen to be thrown into destitution once when the breadwinner of the family dies. A poem to alert the people in power!
